Upgrades to UA soccer stadium get final touches

Fans might have gotten used to portable potties and tented concession stands at the University of Akron?s Lee R. Jackson Fields. But that is so yesterday.

Starting with the men?s soccer match at 7:30 p.m. Wednesday against Ohio State, the first of two permanent restrooms and a combined concession/ticket stand open their doors for the first time.

The improvements are the capstone for wide-ranging improvements to the soccer field.

Ted Curtis, UA vice president for capital planning and facilities management, said the university spent $4.75 million in the past 18 months to burnish the home soccer field for the team that won the 2010 NCAA national championship ? the university?s first in any team sport.

That included a new pitch with Wisconsin bluegrass, an advanced lighting system that caters to the needs of national media and television coverage, a 25 percent increase in grandstand seating to 2,000, fencing, irrigation and two formal entry gates.

University officials have their eyes on a still grander improvement: an extension to the top of the grandstand for club seats that would swivel or turn to serve both the soccer field and the baseball diamond to the south, Curtis said.

?There would probably be 70 seats under a roof but open to the weather,? he said. ?We?re providing all the conveniences we can to make spectators comfortable.?

The club seats ? possibly even glass loges ? could be under way in a year or so, he said.

In the meantime the face-lift for soccer is the first major one in the history of Lee R. Jackson Fields.

In the mid 1960s, UA and the city of Akron began carving the 23-acre site along East Exchange Street from a neighborhood of modest homes and stores at a total cost of $4.75 million.

The city used federal urban renewal funds to buy 183 parcels of land and relocate 143 families. UA turned the land into recreational facilities that were dedicated in September 1968.

Firestone Tire and Rubber gave $250,000 to name the site for Jackson, a former UA football star and board chairman who retired as chairman of the company.

Today, the fields are home to a potpourri of sports: softball, baseball, men?s and women?s track and field, soccer, intramurals and a football practice area.

But it is the men?s soccer program that is drawing the most fans.

With the team?s success, attendance hit a record 41,770 last year. That is an average attendance of 3,213 a game, the second highest in the NCAA, trailing only the University of California at Santa Barbara.

The turnout has given the university the chance to carve out part of the recreational complex for more naming rights, used often on campuses nationwide that are hungry for cash.

FirstEnergy gave $500,000 for the naming rights to the soccer stadium and MTD Products gave $395,000 for the right to name the field for its Cub Cadet line of outdoor power equipment.

Along the way, the soccer project has drawn some acclaim as the fourth of the 12 ?most exciting places to watch a college soccer match,? according to College Soccer News in Tallahassee, Fla.

But the improvements to the soccer stadium are more than exciting, they?re also practical.

The restrooms and the combined concession/ticket stand are situated so they?re accessible to fans in other sports at Jackson Field as well.

The only piece of the project still undone after this week should be a second set of men?s and women?s restrooms, which should be completed by November, Curtis said.

Take ballot access for example. The rules vary in every state. Mitt Romney?s campaign offered a pointed reminder to Christie on Thursday about how arduous this task can be, issuing a press release noting that they had qualified for the Vermont primary ballot. That requires, in addition to a filing fee, getting the signatures of 1,000 registered voters.

In other states, essential deadlines are fast approaching. Candidates have to file in Florida by the end of October and then the day after in South Carolina. By Dec. 5, 3,000 signatures from registered Illinois voters are due in Springfield to appear on the GOP primary ballot next year.

Mexican man charged in San Diego border shooting (AP)

SAN DIEGO ? A Mexican man who was shot by border inspectors was charged Friday with assaulting a federal officer, accused of raising a starter gun as he tried to flee the nation's busiest border crossing on foot.

Customs and Border Protection officers shot Hugo Veytia as he wrestled with inspectors at the San Ysidro port of entry, according to a federal complaint. Veytia allegedly pulled a replica gun ? the kind used to start an auto race ? from his waist and pointed it at officers and travelers.

Veytia, 47, of Tijuana, underwent surgery and was expected to survive, authorities said.

Thursday's shooting closed San Ysidro to U.S.-bound pedestrians for two hours as hundreds of travelers stood in line. Dan Swezy, who was returning from a doctor's appointment in Tijuana, heard about eight shots.

"Everybody started dropping to the ground," Swezy said Friday. "I didn't know if it was because they were hit or because they were trying to get out of the way. It was a lot of chaos and hysteria."

Swezy and others ran toward Mexico, with federal officers close behind.

"They were running toward us with their guns out, screaming at us to get out of the way and get down," he said.

Swezy, 49, said he was among about 200 people held in a courtyard for questioning as potential witnesses. People were shaken and children cried. He missed his flight home to Tucson, Ariz.

According to the complaint, Veytia tried to walk past a border inspector without providing identification and got into a scuffle with officers as he headed for the exit to the United States.

San Diego police Lt. Kevin Rooney said Veytia fired the starter gun once into the air. The complaint says only that Veytia raised what looked like a silver handgun.

"It appears to be a semiautomatic weapon to the naked eye," said Rooney. "It's metal, silver in color, with rubber grips on it."

Rooney declined to say how many times Veytia was shot or where.

U.S. Immigration and Customs Enforcement pursued charges against Veytia, who did not have an attorney listed in court documents. San Diego police are investigating whether the officers' use of force was justified.

About 50,000 vehicles and 25,000 pedestrians enter the United States at the San Ysidro border crossing each day.

Last week, all U.S.-bound traffic was halted at the crossing after scaffolding installed to protect cars from overhead construction collapsed onto eight lanes, seriously injuring a construction worker. Ten others were taken to hospitals with minor injuries

CHICAGO ? Michigan Attorney General Bill Schuette said he and his counterparts in 16 other states would demand quicker federal action on preventing invasive species such as Asian carp from migrating between the Great Lakes and Mississippi River watersheds.

Schuette told The Associated Press that a coalition of state attorneys general reaching from West Virginia to Nevada would push Congress and the U.S. Army Corps of Engineers to expedite a plan for severing the connection between the two giant drainage basins that engineers constructed a century ago in Chicago rivers and canals.

Supporters contend it's the only way to slam the door on species invasions that have disrupted aquatic ecosystems and cost billions in damages in both basins. Local cargo shippers and their allies say such a move would cause massive flooding and job losses in the Chicago area.

The Army Corps has promised to conclude by 2015 a long-range study of methods for cutting off potential avenues for species to transfer between the two basins, including separating them by installing dams or other structures. But carrying out whatever the agency recommends could take many more years, and money will be tight. Environmental activists, state and local officials, Indian tribes and others across most of the Great Lakes region are pleading with the Corps to move faster.

Five states ? Michigan, Minnesota, Ohio, Pennsylvania and Wisconsin ? are pressing a federal lawsuit that accuses the Army Corps and Chicago's municipal water agency of operating a public nuisance and demands the quickest possible action to physically separate the Great Lakes and Mississippi systems. The attorneys general from those states and New York said in August they would try to assemble a nationwide coalition in favor of separation.

Illinois and Indiana, the other two states adjoining the Great Lakes, haven't joined the lawsuits. Indiana officials say blocking the waterways could cause economic problems for their communities near Chicago.

Schuette said the idea of separation has now drawn endorsements from attorneys general in Arizona, Arkansas, Colorado, Iowa, Kansas, Louisiana, Missouri, South Dakota, Utah, West Virginia and Wyoming.

It's unclear what practical effect the attorneys generals' campaign could have, with the lawsuit by the five states already pending. The U.S. Supreme Court and lower courts have refused to order the Army Corps to expedite its study or take temporary measures such as closing Chicago-area shipping locks that could provide a pathway to Lake Michigan for Asian carp.

Still, as political leaders and chief legal strategists for their state governments, the attorneys general could wield considerable influence, said Joel Brammeier, president of the Alliance for the Great Lakes, an environmental advocacy group.

"They're guardians of their states' resources and they're helping to monitor threats from other places," Brammeier said. "They're well within their bounds to be pushing for a faster timeline on this because they know what's at stake."

Many of the states that are new members of the coalition have suffered ill effects of invasions by species such as zebra and quagga mussels, which hitched rides from central Europe to the Great Lakes in the ballast tanks of oceangoing freight ships. After colonizing the Great Lakes, they moved into the Mississippi basin and have infested waterways as far south as the Arkansas River and west to Lake Mead, which supplies water for drinking and irrigation to much of southern Nevada, southern California and Arizona.

"With jobs at stake and the ecology of our waters at risk, this national coalition will make our message loud and clear: It is time to shut down the invasive species highway," Schuette said. "I am honored to be joined by attorneys general from across our country asking for immediate action to combat a looming crisis in our waters."

The Army Corps declined to comment on Schuette's announcement. Corps officials have said repeatedly their schedule was reasonable given the complex scientific and engineering issues involved. Maj. Gen. John Peabody, who until recently was commander of the Corps' Great Lakes and Ohio River Division, said last month he welcomed the involvement of state officials in developing the study.

"I do not believe the Corps is dragging their feet," said Kay Nelson, a spokeswoman for UnLock Our Jobs, a coalition representing Chicago-area businesses including barge and tour boat operators. "It's an extensive job they've been given."

The Corps operates an electric barrier on a shipping canal south of Chicago that is designed to prevent fish from swimming between the two drainage basins. The agency says it is working well, but some fear otherwise because scientists have detected Asian carp DNA in water samples beyond the barrier.

Much of the recent debate over species invasions through the Chicago-area waterways has focused on the threat that bighead and silver carp, both Asian species migrating northward in the Mississippi and its tributaries, pose to the Great Lakes and their $7 billion fishing industry. But many states are worrying about being on the receiving end of invasions from the Great Lakes, Brammeier said.

"The most passionate testimony that I heard in two congressional hearings about Asian carp back in 2010 came from a fish and wildlife state director from Kansas, not the Great Lakes," Brammeier said. "He understood the impact that zebra mussels and other invasives had had on his state's resources."
