Lightning delays Gatwick flights

Passengers have been warned to expect delays after lightning struck the control tower at Gatwick Airport.

The airport said the tower was hit at about 1400 BST during thunder storms which swept across the South East.

A spokesman said departing flights were delayed by the lightning strike, weather conditions and surges on the local power grid.

He said arrivals had not been affected but there would be some disruption to departing flights.

Passengers on the Gatwick Express between the airport and London Victoria station have also been warned to expect some delays after lightning strikes caused signalling problems.

Firefighters have been dealing with a house fire in the Maidenbower area of Crawley which is also believed to have been caused by a lightning strike.

Israel reviews warning to Gaza flotilla reporters (Reuters)

JERUSALEM (Reuters) ? Israel said on Monday it was rethinking its threat to bar foreign journalists from entering the country for 10 years if they board a new aid flotilla that plans to challenge the Israeli naval blockade of the Gaza Strip.

"(Prime Minister Benjamin Netanyahu) heard about it on the news and asked to re-examine this issue because it's problematic," Deputy Prime Minister Moshe Yaalon said, referring to Sunday's warning from Israel's Government Press Office (GPO).

"I know the prime minister was as surprised as I was to hear this," he said, without disclosing who had made the decision to deliver the threat.

"There's no way to stop the media in this day and age if they (are on board) anyway. It's better not to clash with them."

The Foreign Press Association in Jerusalem described the warning, which GPO director Oren Helman sent to international media organizations, as a "chilling message" that raised questions about Israel's commitment to freedom of the press.

Pro-Palestinian activists have said around a dozen ships carrying aid to the Gaza Strip, territory controlled by Hamas Islamists, could depart from European ports in the coming days.

Israel has made clear it will enforce the blockade it says is aimed at stopping weaponry from reaching Hamas, which is shunned by the West because of its refusal to recognize Israel, renounce violence and accept existing peace deals.

Palestinians say the blockade is illegal and is helping to strangle Gaza's underdeveloped economy. Israeli officials have said the convoy could dock in Egypt or Israel and have its cargo of aid transferred overland to the Gaza Strip.

In an email, Helman said participation in the flotilla would be "an intentional violation" of Israeli law and could result in a 10-year entry ban to Israel and the impoundment of journalists' equipment.

A year ago, nine Turkish activists, including one with dual U.S.-Turkish nationality, were killed by Israeli soldiers who raided a Gaza-bound aid convoy and were confronted by passengers wielding clubs and knives.

Netanyahu's security cabinet discussed the new flotilla on Monday. A statement from the Prime Minister's Office reaffirmed "Israel is determined to prevent the flotilla from reaching Gaza with as little friction as possible with its passengers."

In a 7-to-2 decision, the high court declared that the state statute violated the protections of the First Amendment by attempting to carve out an entirely new content-based regulation of speech that would apply only to depictions of violence directed at children.

?That is unprecedented and mistaken,? Justice Antonin Scalia wrote in the majority opinion.

?No doubt a state possesses legitimate power to protect children from harm,? Justice Scalia said, ?but that does not include a free-floating power to restrict the ideas to which children may be exposed.?

The decision means teens in California will continue to be able to purchase without parental approval such blood-soaked extravaganzas as Postal 2, Manhunt, and MadWorld. It leaves in place a voluntary video-game labeling system.

The majority justices rejected the view that special First Amendment considerations should apply when dealing with an emerging technology that permits teens to interact in lifelike scenes of gruesome mayhem.

?Whatever the challenges of applying the Constitution to ever-advancing technology, the basic principles of freedom of speech and the press, like the First Amendment?s command, do not vary when a new and different medium for communication appears,? Scalia said.

Although he concurred with the outcome, Justice Samuel Alito wrote separately to urge his colleagues to ?proceed with caution.?

?We should take into account the possibility that developing technology may have important societal implications that will become apparent only with time,? he wrote in a concurrence joined by Chief Justice John Roberts.

The majority opinion, he said, concludes that a teen spending hour upon hour controlling the actions of a character who guns down scores of innocent victims is no different from that same teen reading a description of violence in a work of literature.

?The court is sure of this: I am not,? Justice Alito wrote. ?There are reasons to suspect that the experience of playing violent video games just might be very different from reading a book, listening to the radio, or watching a movie or a television show.?

At issue in Brown v. Entertainment Merchants Association (08-1448) was a 2005 law aimed at helping parents monitor the content of their children?s video games. State lawmakers had cited studies showing that extremely graphic video games, featuring what the state called ?deviant violence,? fostered aggressive antisocial behavior in some minors and were capable of causing psychological or neurological harm.

Supporters of the law said it was similar to a New York statute, upheld by the Supreme Court in 1968, restricting the sale of sexually explicit materials to minors. The court ruled in the New York case that the state could regulate the sale of non-obscene sexual materials (like Playboy magazine) to minors without violating broader free-speech protections.

The majority justices refused to extend the same rationale to violent video games in California. The regulation of video games, the justices said, was different from the regulation of graphic sexual material.

?Because speech about violence is not obscene, it is of no consequence that California?s statute mimics the New York statute regulating obscenity for minors,? Scalia said.

In a dissent, Justice Stephen Breyer said the majority opinion creates a ?serious anomaly? in First Amendment law in which a state can ban the sale to minors of depictions of nudity, but not the most violent interactive video games.

?What sense does it make to forbid to a 13-year-old boy a magazine with an image of a nude woman, while protecting a sale to that same 13-year-old of an interactive video game in which he actively, but virtually, binds and gags the woman, then tortures and kills her?? Justice Breyer wrote.

?What kind of First Amendment would permit the government to protect children by restricting sales of that extremely violent video game only when the woman ? bound, gagged, tortured, and killed ? is also topless?? Breyer said.

Scalia said that unlike limits on access to sexual material, there is no longstanding tradition in the United States of restricting children?s access to depictions of violence.

He cited Grimm?s Fairy Tales. In ?Snow White,? the wicked queen is made to dance in red-hot slippers until she falls dead on the floor. Cinderella?s evil stepsisters have their eyes pecked out by doves. And Hansel and Gretel kill their captor by shoving her into the oven.

The majority also rejected as inconclusive studies of the harmful effects of extremely violent video games.

To satisfy free-speech protections of the First Amendment, California must be able to justify its law as necessary to address a serious problem. The state must also demonstrate that the statute is narrowly tailored to address the problem.

?California cannot meet that standard,? Scalia said. ?At the outset, it acknowledges that it cannot show a direct causal link between violent video games and harm to minors.?

The California violent video-game law was struck down by lower courts and has never been enforced. Businesses would face a fine of up to $1,000 per violation ? for selling or renting to someone under age 18 a video game deemed excessively violent by state officials.

The Entertainment Merchants Association, a trade group, argued that businesses producing, selling, and distributing violent video games have a First Amendment free-speech right to sell or rent the games without government regulation. The video-game industry has voluntarily enacted its own rating system to identify games with violent and/or sexual content.

California argued that the video violence law was necessary to help parents understand the content of their children?s games and to protect youths from harmful influences.

But the majority justices said the effort concerning harmful influences was underinclusive.

?The California legislature is perfectly willing to leave this dangerous, mind-altering material in the hands of children so long as one parent (or even an aunt or uncle) says it?s OK,? Scalia said. ?This is not how one addresses a serious social problem.?

The majority justices included Scalia, Chief Justice Roberts, Alito, Anthony Kennedy, Ruth Bader Ginsburg, Sonia Sotomayor, and Elena Kagan. In addition to Breyer, Justice Clarence Thomas filed a dissent.

It sounds like she?s really sick and it?s not necessarily due to the morphine and could definitely be justifiable. You should see how she?s doing after she starts to go into remission, or contact or doctor or something in case she is addicted, because that would be really back for her illnesses. You?re a good friend for noticing and being concerned, either way!

I have crohns and the pain can be terrible but there is no reason why you would need morphine every day for it. With crohns you should go in remission where your crohns is inactive and no symptoms are present. Which can last from a week to years. and most patients are treated with some variety of anti-inflammatory medications which are ment to both prolong remission and to help bring it to remission. I take remicade for mine and my crohns rarely bothers me anymore.

Jim Riggleman grew up in the Maryland suburbs outside Washington D.C. But it's clear he doesn't know much about the culture of the Federal City.

No one quits here. Absent personal disgrace (see Anthony Weiner) or historic ignominy (see Richard M. Nixon), no one in Washington walks away from the job title or the money or the dinner parties or the town car.

The angry and the disgruntled, those bothered by budget cuts or endless wars or the incompetence of others above their station, leak stories to reporters. They let feuds percolate. They whinge in private, or call the "Reliable Source" at the Washington Post. Nobody actually quits.

But on Thursday, Riggleman, a 58-year-old baseball lifer, resigned as manager of the Washington Nationals. He just quit. And he did so in mid-season, with his team in third place.

That's rarefied air for a franchise that has been at the bottom of its division in five of the six years of its existence. At this writing, your Washington Nationals have a record of 449-596 since the National League club stumbled into town from Montreal in 2005.

Timing is everything, of course, and Riggleman's team had won 11 of its last 12 games and owned a modest winning record (38-37).

"I'm too old to be disrespected," he told a gaggle of gobsmacked reporters after the Nats had defeated the Seattle Mariners,1-0.

The issue, as far as we know, was contractual and the fact that Riggleman was reportedly the lowest paid manger in the game is likely not irrelevant.

He says he "repeatedly" asked Nationals' General Manager Mike Rizzo about extending his one-year contract. When Rizzo told him once again the "time wasn't right," the manager said he would not be on the team bus for the flight to Chicago. And he wasn't.

Missy Elliott says Graves' disease not so grave (Reuters)

LOS ANGELES (Reuters) ? Rap star Missy Elliott on Friday insisted her battle with the thyroid malady Graves' disease has not sidelined her career, a day after it was revealed that she has the ailment.

"I was diagnosed with Graves' disease about three years ago, but it really hasn't slowed me down at all," Elliott said in a written statement.

Elliott, who gained fame in the 1990s and whose hit songs include "Get Ur Freak On" and "Work It," has won four Grammys but has not released an album since 2005's "The Cookbook."

Some media reports on Thursday speculated that the long delay since her last album could be due to the illness, first diagnosed in 2008.

The 39 year-old Elliott talks about her Graves' disease in a taped interview for the VH1 cable show "Behind the Music" set to air on June 29. She describes how it shut down her nervous system and caused her hair to fall out.

But on Friday, Elliott said her condition has recently improved.

"Under my doctor's supervision, I've been off medication for about a year and I'm completely managing the condition through diet and exercise," she said.

Patients with Graves' disease have a thyroid gland that overproduces the hormone thyroxine, which can affect a person's appearance and energy level.

The disease is incurable, but symptoms can be handled with treatment, according to medical organization the Mayo Clinic.

Elliott said on Friday that, far from being inactive, she has since her diagnosis toured Europe, Asia, Africa and Australia and written and produced Grammy-nominated songs for Monica, Keyshia Cole and Jazmine Sullivan.

Elliott is working on an album tentatively titled "Block Party," with producer and rapper Timbaland.

PRISTINA, Kosovo ? A row of tombstones etched in Hebrew script neatly lines a meadow overlooking Kosovo's capital Pristina where barely a week ago children played soccer.

For a week, U.S. students from Dartmouth College joined their Kosovo peers from the American University in Kosovo in clearing debris and cutting overgrown grass at this neglected Jewish cemetery, a lone remaining sign of a dwindling community in this majority Muslim country.

Ever since the end Kosovo's 1998-1999 war, these graves ? some of them dating back to the late 19th century ? lay mostly forgotten.

"You could hardly even see where any of the graves were," said Susan Matthews, 21, from Chatham, New York. "We had to essentially find and uncover the graves, take down all the brush that had grown up the hill, wash all the stones so that we could read the etchings on them again," she said.

Matthews is among students visiting Europe as part of their inquiry into genocide. They arrived in Kosovo on June 17 from Poland where they visited the notorious Auschwitz concentration camp.

Rabbi Edward S. Boraz of The Roth Center for Jewish Life at Dartmouth College said the aim of the tour was to look at genocide "as a human problem not specific to any one group of people."

Another goal is to restore neglected Jewish cemeteries, Boraz said.

In Kosovo, that meant clearing weeds and cutting overgrown grass, then holding a dedication ceremony that included reading the names of Jewish families from the region who died during World War II.

After the conflict, Kosovo's small Jewish community dwindled. Some 300 died at Bergen-Belsen concentration camp in Germany, Boraz said.

Those that remained left for Israel and Serbia during and in the aftermath of the 1998-99 Kosovo war. Some 10,000 people died during the Kosovo war as Serbia launched a brutal crackdown on independence minded ethnic Albanians and deported some 800,000 into neighboring Albania and Macedonia.

After years of being administered by the United Nations following the war, Kosovo declared its independence from Serbia in 2008. Serbia has vowed never to accept Kosovo's statehood.

"We will never forget the crimes against humanity that were committed here during the 1990s and the suffering that occurred when innocent life was taken," Boraz said after the group lit candles and placed them on top of a newly built memorial. "We begin to understand that genocide isn't something unique to a people but is a problem for all humanity to address."

After a ?judge granted this request, Samsung shot back with a demand that Apple hand over its upcoming products too.

GAO: leaks at aging nuke sites difficult to detect (AP)

U.S. nuclear power plant operators haven't figured out how to quickly detect leaks of radioactive water from aging pipes that snake underneath the sites ? and the leaks, often undetected for years, are not going to stop, according to a new report by congressional investigators.

The report by the Government Accountability Office was released by two congressmen Tuesday in response to an Associated Press investigation that shows three-quarters of America's 65 nuclear plant sites have leaked radioactive tritium, sometimes into groundwater.

Separately, two senators asked the GAO, the auditing and watchdog arm of Congress, to investigate the findings of the ongoing AP series Aging Nukes, which concludes that the U.S. Nuclear Regulatory Commission and the nuclear power industry have worked closely to keep old reactors operating within safety standards by weakening them, or not enforcing the rules.

A third senator, independent Bernie Sanders of Vermont, said the AP series has raised disturbing allegations about safety at aging plants and reiterated his demand that the Vermont Yankee plant be shut.

In the report released Tuesday by Democratic Reps. Edward J. Markey of Massachusetts and Peter Welch of Vermont, the GAO concluded that while a voluntary initiative that industry recently adopted is supposed to identify leaks, the U.S. Nuclear Regulatory Commission doesn't know how fast problems are detected.

"Absent such an assessment, we continue to believe that NRC has no assurance that the Groundwater Protection Initiative will lead to prompt detection of underground piping system leaks as nuclear power plants age," the report's authors concluded.

No leak is known to have reached aquifers that hold the drinking water supplies of public utilities, though tritium, a radioactive form of hydrogen, has contaminated residential drinking wells near at least three nuclear power plants. The tritium in those wells did not surpass the federal health standard. Though mildly radioactive, tritium poses the greatest risk of causing cancer when it ends up in drinking water.

Markey's spokeswoman said his office received the GAO report in early June after requesting it in 2009 following reports of a tritium leak at the Indian Point nuclear plant north of New York City. Typically congressional offices hold reports for 30 days, but Markey released it in response AP's tritium story, part of an ongoing investigative series.

In a written statement, he compared the ongoing nuclear crisis at Japan's Fukushima Dai-ichi plant to the kind of meltdown he said could happen in the U.S. if a pipe that is supposed to carry water to cool a reactor's core fails.

"There would be no warning because no one ever checks the integrity of these underground pipes," Markey said.

The industry's Nuclear Energy Institute cited its "underground piping integrity initiative policy," launched voluntarily in 2009, as proof that it takes tritium leaks seriously.

"The initiative commits the industry to a series of actions to establish more frequent inspection and enhance dependability of underground piping with a goal of protecting structural integrity and preventing leaks," the institute said in a statement.

The institute also criticized AP's overall findings and "selective, misleading reporting in a series of new articles on U.S. nuclear power plant safety."

Previously, the AP reported that regulators and industry have weakened safety standards for decades to keep the nation's commercial nuclear reactors operating. While NRC officials and plant operators argue that safety margins can be eased without compromising safety, critics say these accommodations are inching the reactors closer to an accident.

In response to those findings, New Jersey's two Democratic senators asked the GAO for a new investigation based on "the serious allegations" documented by the AP.

"It would be of grave concern to us if, in fact, aging power stations have achieved compliance with operating rules because of weakened NRC rules, rather than demonstrated compliance with existing standards," Sens. Frank R. Lautenberg and Robert Menendez wrote.

In a Senate speech Tuesday, Sanders said the NRC and Vermont Yankee operator Entergy have ignored the will of Vermonters. The Vermont state Senate recently voted to close the plant once its license expires next year.

He also called for a GAO investigation into the safety issues raised in the AP series. "These allegations by the AP are incredibly disturbing," Sanders said. "Safety at our nuclear plants should be the top priority at the NRC, particularly after what we saw happen in Japan. They should not answer to the nuclear industry, the NRC must answer to the public."

Sanders said the investigation should determine whether the NRC is systematically working with industry to undermine safety standards to keep aging plants operating.

California Democrat Barbara Boxer, chairwoman of the Senate's Environment and Public Works Committee, said she is supporting Sanders.

Late Tuesday, the NRC said it disagreed with AP's conclusions in the stories, but welcomed the attention to nuclear plant safety the stories have generated. The agency defended its standards and approach to safety.

"The NRC never wavers from its primary mission ? ensuring that the public remains safe during the civilian use of radioactive materials in the United States," the statement said.

Addressing the main issue of the AP series regarding weakening of standards, the NRC said it "only endorses changes when they maintain acceptable levels of public safety; this can include adding or strengthening requirements."
